Come to Aruba, this is one of the few places around the world where you can kite all year around without a wet suit. Try Barbados!!! Warm weather, warm water, friendly people with beautiful scenery.
Killer surfing and lots of wind.
Everybody speaks English and American currency is the norm.
Lots of direct flights from the US too.

In Boca Grandi has some waves, dont expect Hawaii , but its enough to have fun.
